If I'm the first house, can't I be1 Oak Street? Why do the numbers go so high and seem so unrelated to the number of houses on the street? And why am I 12867 but my next door neighbor is 12871? Where did 12869 go? What is the Post Office thinking?

The house numbers are related to the block number in the city, or suburb. So, your block is number 12000. Also, there are probably a lot more Oak St. (unless you live in a small town) than just yours... so, the city made your numbers as they are to refrain from getting mail mixed up...

According to Wikipedia, "In much of North America, buildings are not numbered according to a simple sequence but rather according to distance from a given baseline. As a result, four- and five-digit addresses are common. Odd numbers are typically on one side of the street, evens on the other. In cities with a grid pattern of streets, addresses often increase by 100 for each cross street. Addresses may also correlate with a street-numbering system."

The Post Office doesn't determine street addresses. That is usually determined by the contractors building the house. They have to submit documentation of what they propose the address of a new house will be. Every block usually means a change of 100 in an addrss. If you are at 12867, that means that tyhere is probably 128 blocks on Oak Street before yours. Odd numbers are usually on one side of the street and even numbers on the other.

The number are based on a radius from the center of the city, you are 128 blocks from the center, the reason there are gaps is because the number missing is being used on an adjacent street and it helps to keep you from getting your neighbors mail.

They do this for Future Development. Say, 10 years down the road, someone put in an Apartment Complex next to you. This gives the extra numbers to work with.
