The redness of a Red-ear Slider's (RES) stripes depend mostly on genetics and diet. Some groups of RES are just always brighter than others.

Diet plays a role as well. A healthy, balanced diet provides trace elements that the skin uses to help pigments, while a weak diet often results in a paler animal.

Review your dietary options and see if there is a problem there. Cheaper prepared turtle foods can be part of the problem unless well supplemented.

The white spots sound like possible fungus. The combination of the two has me a little concerned- fungus occurs mostly in dirty water and/or poor basking options. No basking, and no good access to healthy light can certainly cause both conditions easily enough.

Look over the websites posted and see if they can offer you any help in possibly improving your care and feeding practices:

Most likely it will get darker colored as the turtles ages, its kinda like with snakes. Take the green tree python for example, as a child its red, as a teen its yellow and as an adult its green. Most likely nothing is wrong with your turtle but like the other if you want to spend the extra cash and want to be safe i would recomend a vet. Just because you have had issues with its shell in the past it could have to do with the diseases.

You should go to a vet because if it's something serious, it's always better whenyou know. The vet will give you medicine and your turtle will be fine.
