You could ask the same question about mosquitos, I suppose. The only reason I can think of is both of them are pretty low on the food chain.

Sure they do. Some other insects eat fleas. Dragonflies I believe eat them.

Fleas are considered a delicacy with frogs..
And are found in various pet stores..
