Obviously, this came from IM & chat rooms. You may never have experienced reading somethig that made you laugh, chortle, giggle or snort because it was so funny. Many people have, and shared the fact with others in that way. You are right that hardly anyone says that in a face-to-face conversation. You wouldn't have to, as the other person would hear and see you laugh. So it is just limited to times when the other person can't see or hear you.
