There are a number of plants which don't need fertilizer or soil, but they all require some amount of water. You might also think of what you define as a plant.

Lichens don't use soil, they just grow on rocks. A ressurection fern growns in trees, as does spanish moss, and a number of other plants. I think some of them are called aerophytes.

There are several plants which grow in crevices in trees, mosses will grow without much soil, or on buildings where there really isn't any soil.
