Yes, and it depends on how much bleeding. It could be hemmoroids but it can be a sign of rectal cancer or some other cancer. Go see a doc.

You could be suffering from hemorrhoid, you can buy over the counter ointment for this. It could also be an anal fissure which bleeds a lot on and off. It is due to laceration when you have bowel movement. When the bleeding is only minimal there's nothing to worry if it's due to hemorrhoid or anal fissure. But if this is not the case it is something serious, gastrointestinal bleeding or sign of cancer of the lower gastrointestinal tract. Go and see your doctor.

Ummmm I wud say any bleeding is bad unless its being done for some medical purpose.

Well, its not "normal", if that's what you mean. It could be something as minor as hemorroids or something as major as cancer. Don't worry about it, just get to the doc and see what's going on. Chances are its not serious, but don't wait just in case.
