If you "run with the wind" it means you have no boundaries, no restrictions, no commitments. You make no plans, are unpredictable, change direction at will, are always on the move, never stay in one place too long. This is the way the wind is.

If you "run like the wind" it means you are very fast, speedy, here one second, gone the next, out of sight; nimble, stopping at nothing.

Ran with the Wind -> Running in the same direction as that of Wind. In 100 m Races, if the wind favours the runners, then a record is for sure.

Ran Like a Wind -> To give added dimension to the way the person had run. He/ She ran so fast like a wind. This need not be in the direction same to that of Wind. But this is used to specify the speed in which the runner ran.

With the wind simply means one ran in the same direction that the wind was blowing. Like the wind implies running very fast.

i ran with the wind means: you go with the current or you dance with the music or you don't disagree.
i ran like a wind means: you are so fast in your decision or you are always in a hurry.
