Is there any way find out a new cell phone number by using the old number?

That depends on how long the new number has been in service..sometimes when you call the old number it might say "This number has been changed to 234-2333 for example"

Have you tried? I don't think it's possible. Cell phone numbers are not like land lines. They are changed all the time when people change cell phones or let them lapse.
