The zero degree meridian is the line of longitude which goes through Greenwich, London. So the eastern hemisphere is eastwards from Greenwich to the 180 degree line of longitude, through Russia. The western hemisphere is westwards from Greenwich through Canada to the 180 degree line. Of course, any other longitude could equally well have been chosen as zero degrees. It's just that when the system was devised, Britannia ruled the waves. To start with, several other European countries had their own system, with the zero meridian going through their own capital city.

East and West begin on the meridian line which runs through Greenwich London.
Best thing to do is find yourself an atlas online and looks for the meridian line anything to the right of that line is east anything to the left is west.

This depends on the context. First of all, there's the international date line that runs from pole to pole through the middle of the Pacific Ocean. Second, there's the cultural west (Western Europe and the Americas) and the cultural east (most of Asia and most Muslim nations). The problem with this designation is that it excludes Africa and Australia. Hey, what about Antarctica?
