I think it was in the 1920's (anything before that was just snake oil trying to get better advertisement). film was just beginning to become a huge part of society and later television in the 40's/50's. And it showed all kinds of fantastic things....things kids thought they could do too. Then just like today, kids are always imitating what they see, except back then, there were no advisors telling kids these things were harmful or dangerous. it wasn't until several action committees and bored housewives got together and began a bandwagon campaign that things began to change.
After several lawsuits and especially bad press, things that were deemed dangerous and harmful were having laws placed upon the producers/production to inform the public about the possible hazards of such effects and stunts. The easy solution was to have the announcer say aloud DO NOT TRY THIS AT HOME, how ever as time progressed that verbal warning became a written warning. It is the same reason why OSHA mandates safety regulations for anything labelled as federal level harmful/dangerous for safety and health.....and why most locations that utilize odd or uncommon practices must post those warnings in writing. (pace makers/microwaves, strobe lighting, smoking, chemicals, so on and so forth)
Look up American Safety Laws and OSHA history.

It dates back to early television when on the tonight show one time Johnny Carson was doing a skit where he lit a cigar and had a top heavy woman snap it out of his mouth with a whip. It was really rather comical watching her boobs ounce all over as she warmed up cracking the whip.Well as it turns out the next weekend seems every kid in little town in Kansas whip and had their well endowed sisters try to snap one out of their mouths and well you can guess what happened. Yes they all got hurt in various ways from eyes being put out to big holes in their cheeks and one even tried the stunt naked him and his sister and well he was almost a sister too.Thankfully the doctors sewed his thing back on. Ever since then you hear "Kids, don't try this at home" when a person does something stupid on TV.

Probably from the old Superman movies when so many kids were trying to jump off their houses with a towel wrapped around their necks for a cape.
