This is software, and it's probably a conflict issue. If it's conflicting with itself, then an update on the software can be downloaded for free (try it and see, make sure you have the latest patches and updates from Microsoft).
If not, it's something else taking over your computer. Here's what I'd do, in this order:
-- Be sure you've got good anti-spyware and anti-virus running. AVG is free and good, if you need it (antivirus.com).

-- CAREFULLY, remove the stuff that's junk from your computer from Start > Control Panel > Add Remove Programs. Simplify what's going on, who's accessing your resources, etc.
-- EVEN MORE CAREFULLY look at the services that are running on your computer and expirement with shutting down some of these through msconfig (Start > Run... > msconfig). There's a tab there called services, which is a list of everything that runs when your computer boots up. Shut down whatever you can and see if that fixes the problem.
-- IF all else fails, rebuild your computer. If you get to that stage, have someone work with you directly on that process.
Computers are complicted ecosystems where rogue programs can really take over a lot of things. (Like a python in the forest, you want to know if you've got one in yours and either stay clear of it or eradicate it.)

Don't know for sure, but It could be that you're loaded up with spyware. Those will definitely slow down your computer. Try going to www.download.com and downloading Spybot-Search and Destroy and Lavasoft Ad-Aware SE. They're free and great programs. Also if you don't already have one, then get a firewall. An absolute necessity on the web.

If I had to guess, your registry is corrupted somewhere. You need on a regular basis run a scan on your system. Most of your antivirus software has it included but they are basic and pretty much useless. There are some free shareware but for the most part you should purchase a download from a reliable site.

You should try running spyware software if you haven't already. Sometimes adware or spyware on your computer can cause it to malfunction or run poorly.
