It has been 10 years ago that my girls were pre-teens but when they reached the 14/16 size range, they were moving into an adult medium - 10-12-14. hope this helps. I wouldn't go for the Adult 1. Body image is so important today for our girls, unfortunately. A day out shopping to explore could be a fun way to discover..for you and your girls. Junior clothes do go up to 18s but they are hard to find. I think it is better emotionally to move into the women's clothing where the size may be smaller in number and more plentiful. The higher-end sporty sections have things I think preteens might like.

junior cloths go all the way up to a size 21. My daughter who's 14 wears a junior size 15 which converts to a womens size 14.

depending on how tall she is she should move to juniors. however there are some dept stores that sell extended sizes like 18 in girls. I am 5'1 115lbs and can fit a girls size 14 and med shirts so if she's not that tall i don't think that she would fit a size 1 maybe a 3 or 5 in juniors would be better

I'm not a mother, but I do think that she should try an adult size 1 first and if it doesn't fit then try and see if there is a lower size but higher than a size 16.

It depends on how your child is built...
My daughter seemed to get taller and heavier ( filling out) in a short amount of time. My daughter likes the girls plus line at JC Penney's. There are some places that have size regular 18 clothing, (check Sears)... or you can start her in the juniors section and see what fits...
