Uunlock your taskbar first by right clicking and selecting Lock the Taskbar, if it is checked. The move the mouse over the bar until you see an arrow to adjust the size. Drag it down and it should move.

proper click on any empty part of the taskbar. contained in the resultant menu be certain "Lock the Taskbar" isn't checked. Then drag and drop the taskbar to the position you want it. finally proper click once back on the taskbar and lock it into position.
