For every girl there is a different answer. For me however, It is when you make a pros and cons list of everything such as..
pros:
More love
Feel good
Trust him
and cons:
He can get violent
He misses my calls alot...
stuff like that..you know.. but back to the question, It is when you can make a pros and cons list and u cannot think of a single con and know that no matter how things turn out, u will not regret having sex.

It is a good idea to have that conversation with him.. Be open and honest with each other.. Be sure you know each other and each other's history... Having sex isn't something that should be jumped into quickly.. There are alot of unknowns out there in this world today, things that you probably don't really want to mess with... STD's, AIDS. I would say that commitment to one another and knowing each other are difinite have toos prior to "going all the way"... Be SAFE and be SMART.. Good luck..

when u feel its the right time...protection is important too. but even if he wants too have sex doesnt mean u should spread ur legs for him.. if it doesnt feel right then dont do it.

Umm.....well i would say when you two are married, but i guess when you are ready and he is ready then it would be ok, but YOU MUST use protection.
I still say wait until your married.
