The newest version (Publisher 2003) has made vast improvements in website, web page creation and publishing.
There are some small problems that earlier versions of Publisher create though.
If simplicity and ease of use is what you are looking for, then MS Publisher works good. There are two problems though that accompany webpages made with MS Publisher:
1. MS programs such as Word, Publisher and even Frontpage use proprietary code that is used only in MS documents. What this ends up meaning is that in other popular browsers such as Firefox & Opera, the web pages will have small differences in layout, formatting and even colors when compared to viewing it in MS Internet Explorer. This can be minimized to a degree if you choose "web page, filtered" as your saving format.
2. Versions of MS Publisher before Publisher 2003 have no means of uploading the finished web page to a hosting server.
Creating a web page in Publisher, especially by using one of the built-in templates, is simple and quick... just not universally displayed on all types of browsers.
Microsofts FAQ page on Publisher 2003 says this about making a decision on web page creation:
The tool you use depends on your Web site needs. If your goal is to give your business or organization a presence on the Web, use Publisher 2003 to create Web sites that are visually consistent with your print publications. Use Microsoft Office FrontPage 2003 if you need Web site management tools and the ability to make frequent updates, built-in scripting tools for interactive results, professional coding tools, and interactive elements such as search engines.

Yes it is possible but if using Microsoft products why not use frontpage? Its particulary for creating webpages and comes with some versions of Microsoft Office.

Publisher!!?? No idea. You can use FrontPage to create webpages. It is as easy as using Word.

I think it was not matter for the Website editor that enhance your ability to do this work. It need to understand all the HTML code and other effects to be effective.
