Assuming A, B, and C to be constants, this is an equation that defines a linear relation between variables x and y. There are a number of places where this would appear, but it would be easier to see it in the form y = -(A/B)x + (C/B), its equivalent.

It is a generation expression of a linear equation.

A is the coefficient of x
B is the coefficent of y
C is a constant

When x=0 the y-intercept is C/B
When y=0 the x-intercept is C/A

Typically, the linear equation is written as:

y = mx + c

where m is the gradient and c is the y-intercept

I think that's the formula for finding x and y intercepts and slope...I think A B and C are just constant variables (not really sure what that means...sorry, it's been awhile since I've had to do linear geography)
