The ONLY way you are going to get an accurate answer to that is to contact the financial affairs office at the school you are interested in going to. It will vary by state and by school.

Usually if you haven't been in the state for a year you haven't established residency which means that you have to pay the out of state tuition but check with the school you're looking to go to because every school's rules on that are not the same.
