The expensive part of owning a horse is not the purchasing of one! If you need to raise funds to buy a horse, you are not prepared for the upkeep of them.
They require a farrier, worming meds, vet care, boarding costs, food! Finding a decent horse at a good price is EASY! I was offered two horses for free that were perfect! After researching, it turned out that it was more than I can afford at this time.
There are sooo many horses that go to auctions and then end up in slaughter houses because owners could not afford them.
Maybe you should look into co-owning a horse if you REALLY still want one. This way you can split the cost with another person.
Contact different Horse farms in your area to find out if they have this type of thing.

Why not try to get a job in a riding stable? You'll get a lot of experience and a salary to help buy your first horse. Plus, the stable owners will probably have a lot of contacts to make sure you get a good horse for your money. Working around horses will also help you decide if horse ownership is what you really want. It will show you just how much work they really are.

If you do not have the money to purchase the horse you can not afford to care for it.
The expensive part is the vet care the farrier care the shots and worming and feed and tack and grooming supplies. Also the board if you are not keeping it at home. Ifyou are keeping it at home the barn and the tractor to keep the area clean and deliver hay.
There is a lot of maintainence of a horse and they are a huge expense.
