they sprayed the outside of the house today with strong hoses (hyraulics?) and it's a mess.

she told us this was going to start on the 1st but we woke up to a mini tsunami on our window this morning at 8.

No, they have to give you notice, especially if it is in your unit.

They can't send them into your apartment without 24 hours notice.

However, if they're working outside your apartment, I believe the noise control ordinance starts at 8:00 AM.

Technically, yes, they own the property. However, to be decent, they should send or post a note letting the tenants know there will be workers coming.

yes at or after 8am is considered to be the proper time to start work there was probably notices but you did not pay attention to them but over all he Owens the place you don't.
