How do I set up my web server to stream MP3's like a radio station?

I want to be able to create playlists that play the mp3's I choose. Possibly allow the user to choose the song to play in the list. I don't want the ability to share the mp3 though. What software is available?

By using PHP it can be done and it will be secure.
