To replace the cost of food and housing for that child before it was adopted. Also any other costs associated with it (airefare, etc if coming from poor countries overseas). It also needs to be used to pay for the electric, gas, water, etc for the orphanage so it can stay open. They can't just give kids away for free either. They need to do all kinds of background checks, credit checks, and more, which also cost money. The kids need shots and healthcare and insurance, meaning more money. Social workers, orphanage workers, cooks, janitors and other workers' wages...
There's actually a lot more that goes into adoption than people think. And the money you pay goes to helping other children in the future.

to help keep the orphanage running , to support all the other kids there, so they dont run out of supplies, staff, etc.
also maybe as a screening device, to make sure the ppl that want the child have enough cash to afford to adopt it, so it won't be starving all over again and begging on the streets, right back where it started. and also to make sure they are willing to spend so much money they must really have made up their minds that they do want to adopt the child.. it can not be just a reckless decision for the people taking responsibility for another human life.

I think it is to weed out the wrong type of people. There are some sick people out there and would adopt a child for the wrong reasons.

They need to do background searches on YOU to make sure you're not just some sleaze trying to take advantage of the kids, among other things....

you could try thruogh your local child welfare or contact a home for unwed mother as you may adopt a cild if you pay for its birth
