You could get a coffee...or whatever you two like......and go for a walk and sit and talk. Sit where there are alot of people around, that always makes something interesting to look at and talk about. Or you could watch a rented movie, make popcorn or you two could make homemade pizza....the ingredients are very inexpensive. A board game is always fun and do it while having a great chat. Depending on your age you could help each other with your chores...eg: laundry. Since it is summer go sit or lay at the beach, take some cold drinks and have a chat. or you could go hang out at the public pool.
I think that i covered a few visits together....hehehe!!!
Have a nice time just being together....a good friend is priceless.

One of you can rent a movie and the other can buy a couple of boxes of instant mac&cheese from the supermarket.

Having coffee and talking while listening to music is also cool.

Catch a really bad movie on TV and make fun of it while you watch it. That should be a fun way to spend a couple of hours together.

Are you into cards or board games? Also a good idea.

I would say drive around and "cruise" in the nice weather, but gas is a little high to do that...
some ideas
hang out - google your classmates - rent cheap movies - redecorate - throw an impromptu party where your guests bring the goodies - hey it's your house, let everyone else bring the food!

Weather permitting, have a picnic in the park followed with some frisbee! Also, go biking or rollerblading if you have the equipment. If not, just go for a walk exploring new places.

Having fun doesn't always mean spending a ton of money.

feed the ducks, play a sport, go to a state park, go swimming in a lake/ocean, planetarium, kids museum, if you can find someone with a GPS there's this game online like a national scavenger hunt. All you have to do is find coordinates in your state online then simply find it. When you get there, there's a box. You take something from it, leave something in it. Like a 10$ trinket or something. Perfect excuse to get outside. Hard as hell to find even withGPS but fun as hell.

Go to a park and enjoy the sounds of nature, look at the sky, watch the clouds float by, tell each other what you like about each other, get a popsicle and laugh a lot.

Disk golf is almost free, a few bucks for a used disk 5-8 or like 14-20 for a new one. Then find a course or make your own.

Find a park, just watch everybody and talk ( good giggles). You do not need money to communicate.
A dollar movie, most are stupid but something to laugh about after!
