There is a secret ledge with a rocket nozzle, use it to refill. There is also a trampoline near the waterfall. JUmp on it to the ledge, where there's a 1Up MUshroom. Those can refill water as well. Other than that, there's no way.

Go to a place with water and hit r when you are in the water.
