I am using a dial up connection.When i am trying to work offline should it dial out because i see the data is still gettting transferred and i understand i am still being charged for the using the phone.Clarify this please.

Sounds like you could have some kind of spyware on your PC that is making it access the Internet without you telling it to (the spyware does). Recommend you download and run Ad-aware (from lavaosft.com) to check.

You can also always unplug the phone line when you are not using the Internet, then you are sure you are not connected.

When you are working offline, you have to be sure you are disconnected if you don't want the charges for the phone being in use... It will also stop the data being transferred... I myself hate dial-up so I don't use it, I use Cable... DSL is like cable, only uses the phone lines, but somehow won't tie the phone up... And they aren't that much more than Dail-up... Plus they are always on and you don't have to worry about the random disconnections...
