Every country in Europe has a visa regime of some kind!
It depends what country you are coming from...as to weather you need a visa or not...just try travelling on a passport from Democratic Republic of Congo!!! You won't get in many places :-(((
One of the few countries with a visa free regime in the whole world is the Seychelles (I think they maybe one are two others as well..but none in Europe)
As I think you are from Montenegro :-))
I will give you a list of European countries where you don't need a visa.....(This is the list for Serbia ..I can't find the up to date information for Montenegro..but I guess you might have the same rules for a while still?)
ANDORRA,
AZERBAIJAN,
BELARUS,
BOSNIA,
BULGARIA,
CROATIA,
MACEDONIA,
SLOVENIA,
RUSSIA (but you need a guaranty letter)
TURKEY
(And of course (now) SERBIA.....and maybe Montenegrins will also be able to enter ALBANIA visa free, but I don't know)
Generally for all nationalities..the countries with the least visa restictions are the some Ex-Yug states...and Turkey...

Well for sure if your a US citizen Russia. But if you are already in the Europe you usually can travel to most of the other countries without a Visa. No one usually even ask to see your passport unless you are leaving and going back into the US. Your travel Agent or the Airport Agent will Advise you if you need a Visa for a country.

If you travel to a country in the EU (thats the 25 Western and central states) you only need an EU Visa. Travel between the Schengen Countries (continental europe) is open to Visa holders. To travel to the UK from Europe, you will need to apply for a British Visa as well

If you're from a Western Country, only 3 countries require a visa prior to entry : Moldova, Russia and Belarus.
