A WBS is used to organise tasks for scheduling and tracking costs. A WBS is often represented in an strucuture like chapters and setions (E.g. 1.1, 1.1.1, 1.1.2, etc.). You'll often see a Gantt chart used to visual the WBS.
A Project Network (PERT) is used to show dependencies between tasks. This allows you to visually see how things are interelated. PERT is great, but once again this is often better visualized through a Gantt chart.
You can basically achieve the same things in both with some pros/cons. Many people use the WBS and a feeder for a PERT chart. However, modern PMs rely on WBS with Gantt for doing most planning, monitoringand estimation activities.

Adjusting teachings to get them right is fine. Changing them, then going back to what they used to be is suspicious. The Watchtower Society is guilty of the latter. Here is an example: From the late 1800s, leaders insisted that they could identify the generation that would be alive to witness Armageddon. First they said it was people living around 1874 as that was the year Jesus supposedly returned (invisibly). They thought Armageddon would come in 1914. When it didn't, they switched in 1930 to saying Jesus had returned invisibly in 1914 and the generation alive in 1914 would still be alive at the start of Armageddon. Pastor Russell said a generation was likely 36 and a half years (The Battle of Armageddon p604-605). 'That generation' was stretched out to a maximum of 80 years before the Society had to admit it was wrong. 80 years after 1914 was 1994 and still no Armageddon. So in 1995 it went back to the idea of 36 years for a generation! (Wt. 1 Nov 1995 p16-17 & 30-31) In 1931 the Society declared that the separating of the sheep from the goats (as per Mat 25:31-34) was already in progress (Paradise Lost pub. 1958, p200 & B the G Has Fallen pub. 1963, p467.) This was taught also in the 15 Jan 1974 Watchtower p53. But they have admitted now that it has not yet begun. It will only be 'seen' once Jesus returns for a 3rd time. (Wt 1 May 1993 p19.) As those doctrines are foundational to the Wt.Soc, all new JWs need to check them out carefully. They have not been told the whole story by their leaders.

Project Network Diagram usually shows dependencies graphically and has early and late starts. A WBS is just a listing of tasks broken down into logical categories and sub categories.
Imagine cooking Thanksgiving Dinner. You might have major categories under planning, cooking and cleaning up.
