If you put a dash over the second "I" and a colon between the 9 and 5 you get
I0 T0 I0 = 9:50

Just guessing here, but, if it is a representation in some other base, what would it mean?

1230 in base 10 means....1*10^3 + 2*10^2 + 3*10^1 + 0*10^0

If the representation is in some unknow base b, you would have

1*b^5 + 1*b^3 + 1*b = 950.

This is a polynomial in b and could be set =0 as follows

1*b^5 + 1*b^3 + 1*b - 950 = 0. As this is an odd numbered degree polynomial, it must have at least one real solution.

Unfortunately, it doesn't seem to factor and therefore b is not rational.

Another possible interpretation is that it is saying:
10*b^2 + 10*b + 10 for some unknown base b.

10*b^2 + 10*b + 10 - 950 = 0

b^2 + b -940 = 0. Hmm, if it had been 930 it would factor into
(b+31)(b-30) and we would say that it was base 30.

Are you sure it wasn't 940 instead of 950? LOL
