Unfortunately, neither the President nor Congress nor the Supreme Court leads the United States today. Leadership requires integrity, honesty, reliablity, intelligence, compassion and focus. What this country needs is real leadership, but as long as all we're electing is Republicans and Democrats, we ain't gonna see it!

President because he is the CEO of the nation. He is in charge of enforcing all laws and the Constitution. That's the nature of the recent flip up about signing statements. President Bush is saying that he won't enforce many laws. There is no way the Congress or the SCOTUS can force him to do so. Therefore, it's obvious that he is in charge.

BTW, all Presidents have enforced laws more or less at whim. We're hearing a lot about it now under President Bush because of hatred. You'd think he invented the idea when he only inherited it.

Um - didn't you complete high school? Far as I know, all public and private schools in the U.S. and most every equivalent school elsewhere in the world requires a civics class in order to graduate.
Simply put, the leader is the President, but he must have the consent of the Congress and both must have their proposed measures vetted by the Supreme Court. Hey, it's the worst system of government - except for all the others!

The President is our official representative on the world stage, per Article II, Section 3 of the US Constitution:

"...he shall receive Ambassadors and other public Ministers..."

This means that it is the President who has the authority to recognize foreign governments, etc.

Congress makes the laws that all Americans, including the President, must follow.

A combination of both. BUT-- the President tends to set alot of direction and sets tone for alot of things during their term(s).

For example, Prez comes up with the Budget. Congress approves but the tone and priorities are initiall set.
