Apply clear fingernail polish to them.

it is all of the above. But if you got alot of shells to shine then you could go with the polishing spray (for wood) gee any of your friends could have told you the answer. I like sea shells too and they can be used for good luck charm

You could try soaking them in a mixture of bleach and water for a few minutes? It might brighten them up?
