Foreign people have a different smell for a number of reasons, but primarily it's body chemistry and the food they eat. Your nose is accustomed to the body smell of the local people around you because it is exposed to that smell constantly, so it gets "numb" to it. However, different ethnic and national body chemistries around you will be picked up by your nose, because it's a different scent.

Hygiene also plays a part, as many foreign countries don't have the ready access to plumbing and soaps that we do. You would then think, "Well, why don't they use what they have here?" The answer is twofold: one, they don't have that kind of habit (or see the need), and two, their nose doesn't pick up the scent (it's accustomed to it).

It is interesting to note that have probably been around foreigners whose body chemistry smells *good*, but you probably attributed that to perfume or cologne.

Because many of them come from Third World countries where personal hygiene is practically unheard of.
