While walking through a foest you notice that someone has carved his intitials into the bark of a tree. The initials are 1.5 meters off of the ground. How far from the ground will the initials be next and the year after that?

It will be in the same spot because remember that meristems are at the tip of branches.

And if you don't know what a meristem is, it's the area where cell division occurs (and lead to growth).

Tree trunks don't grow up, the growth is at the tips.

There is a tree near me that had a chain on it for so many years that it grew around it, that lump with the chain is still 6 inches off the ground.

Assuming it's been around long enough, 1.5meters.
The tree will grow fatter at the bottom and higher from the top. It doesn't push up from the base. If it did, it would be effectively having to push up the whole weight of the tree which wouldn't be very efficient, so it adds to the top instead.
