Until the NYTimes reported it very few people knew that SWIFT even existed let alone that it monitored all wire transfers of money around the world. Nor was it known that the US had access to it.

The chief of the Treasury and the head of Homeland Security said years ago that al Quaeda had switched to cash couriers. BUSH HIMSELF told the world the US was doing this. They didn't need a detailed road map to know they had to change their methods.
