Favorities are located in the following directory:
C:\ Documents and Settings \
Copy favorites from one username to another the way you prefer...

Another thing you can do is that you can use myBookmarks
http://www.mybookmarks.com/
it stores your favorites online on an authenticated account
[username and password]

You can use it to import and export from one account to another

I'm not sure but I'd try to copy the favorites folder to the All Users folder and see what you can do from there. Maybe move the folder to the other profile?

Click on file
click Import/Export
Click Next
select export favorites
click next
click next
click next
click next
copy the file bookmarks.htm to c:\ it is located in my documents
open the new profile
but run the import wizard and select the bookmarks.htm file on the c:\

go to My computer>>DOCUMENTS AND SETTINGS>>CHOOS THE PROFILE YOU WANT TO COPY THE FAVORITES FROM>>COPY FAVORITES>> Then go through the same steps, but choose the profile you want to copy the favorite to then paste.
