Go to whoever is 2 positions higher than he is. If you've got any documentation to support your arguments, that would help. I'm sure his superiors would like to know about his shady practices.

See if there is a sales person you can trust. If so then cut a deal with that person and put all the sales under that person's name. Make sure that the person will give you your commission less a 20 percent cut. Do not let the Boss know of your arrangement. If that does not work then quit the job. There is an eternal judge who sees everything. You cannot get good results by doing bad things.

Document what this guy does wrong. Keep copies of the e-mails you send him and before you let him know about your sales make sure you have written proof that you made those sales an deserve the commission. Then go to his boss with your proof and explain the situation and that if it is not changed you plan to sue for any lost wages due to you since he took your commissions. You are in a very tough situation right now and I wish you luck in nailing him to the wall.

Revenge is understandable, but you're in a precarious position by attacking someone who holds power over you.
After you initially confront him on these issues and he refuses to change/listen, then you have a few different courses of action:
1. Find a new job (or ask someone for a transfer). Stinks for you, but solves the problem and leaves him holding the mess.
2. Without telling him, document his behavior extensively for a few months -- then submit a copy to upper management. Hopefully they'll already have fielded complaints on him. At best, he's a lawsuit waiting to happen; at worst, they'll call him in for a chat.
3. Keep your own nose clean. Don't give him an excuse to blame you for anything.
Revenge, again, might feel good to think about; but it's professional suicide and simply makes the conflict worse. Even if you "get" him, he'll now be out to get you for the rest of his life... and you won't know WHEN it might be coming.

Make him think he's goin nuts. Throw a handful of screws on the hood of his car. Send him a screw in the mail. Mail him a bunch of cross word puzzles and fill out a few letters in each one; your choice. Make like you're offering him a puzzle to figure out. When he's good and frazzeled ask him if there's anything else you could be doing to make commission. If he gives you the runaround hieghten the clues in the puzzle to where he thinks he getting near the answer. Then lead him to a place at three oclock in the morning where the police will find him tresspassing. If it doesn't help your case there, it will give you confidence to seek a better position elsewhere.

Maybe he wants you to quit your job, that way you cant collect unemployment. Can't you talk to some one in HR and explain the situation ?
