Of course "they" is the imaginary person whoever you are talking to blames for whatever was said. In reality that person said it but does not want to own up to it.

You don't know who THEY are? Oh my. They are every where and they are behind all the conspiracies, political and social. They watch you through your TV and make funny noises in your house late at night. They cause bird flu, HIV and pimples. They came up with rock and roll, boogie boards, and imported beer.
