Articifically controlling the score of the game (using the players) so the game score comes in within a certain range. Usually done to manipulate the Las Vegas betting odds.

Shaving is when a team wins or loses by a certain amount of points depending on the odds so that the gamblers can win. Example if you team is favorite by 3 points and people are betting against your team, you try to win by only 2 points. Those who betted against you, win because the team didn't cover the points. The player who helped keep the score down will then receive a part of the money won. This practice isn't common but does occur.

The term shaving points in not limited to football, but to any sport. Basically what it means is for a player or coach to purposely prevent his or her team from beating the spread on a bet. For example; say the bookies have Team A to beat Team B by 10 points. A player or coach for Team A would bet on Team B and then would attempt to keep his team from wining by 10 points or more, thusly beating the spread. So anyone that bet that Team B would loose by less then 10 points would win the bet.
