No, he's just a puppet. Carl Rove, Dick and the other guys are pulling the strings, but since we only see Bush most of the time we blame it all on him. Bush isn't evil, he's dumb. His "advisors" are evil. Either way, he shouldn't be in the white house.

Bush is not to blame...Others in government gave him bad info & bad advice & pushed for him to make hasty decissions & then take the heat when it all fell apart...Yet another fine example of a President being used & misguided by others in government with hidden personal agendas...Unless you go back to one of the Roosevelt's, you won't find a President who wasn't used as a figurehead or pawn in the game of politics...
