The popes small hat:
The zucchetto (plural zucchetti, Italian for "small gourd") is a small skullcap worn by clerics of the Roman Catholic Church and within Anglicanism (the Episcopal Church in the U.S.). It was first adopted for practical reasons — to keep the clergy's tonsured heads warm in cold, damp churches — and has survived as a traditional item of dress. It consists of eight panels sewn together, with a stem at the top. Its name may derive from its resemblance to half of a pumpkin, or from the fact that it covers a larger "pumpkin" (the head).

The pope also sometimes wears a bishops Mitre. This is traditionals bishops headgear... Im not sure how the design has evolved.
Interestingly, in December 2005, the current pope was seen wearing a red santa hat.

He's stuck with the hat because of dress code policies for the Papal position. So, when you see the Pope, and he's got some goofy robe or maybe that funky looking hat, just think to yourself tough dress-code! And ever wonder about that crazy pope-a-mobile,...yep,,,,it's in the job description to ride around in it and wave at folks cheerfully during parades.

It's actually a state of the art satellite dish that receives signals from God, the staff he holds is just a back up antenna in case the signals blocked

Well, he is a special figure in most people and maybe that's just one of the reasons to differentiate him from normal or regular people.
