Basically, he is an Uber Spy/Assassin. He's had training and possible "upgrades" (hench all the headaches he gets).
On a mission he comes face to face with his conscience and decides to not kill his mark. While escaping he gets shot and jumps into the ocean. After he is rescued he has amnesia (probably unconciously blocking out all the horrible things he has done) and then goes about trying to unravel the mystery of himself. His agency doesn't understand why he failed and more so why he dissappeared. At first they thought he was dead but after he shows up doing weird things they assume that he has gone over to the other side or worse, has become so unstable because of his training that he just lost it and who know what he'd do now. They put a hit out on him to stop him and shut him up at the same time.
Check out the books, they are much better than the movies.

The movie isn't as good as the book. Try reading The Bourne Identity by Robert Ludlum.

uh well he was sent to kill someone because he's an assasian but he couldn't kill the guy in front of his kids, so he ran but he got shot then he was found floating at sea by some guy and he has amnesia now so he doesn't know who he is, and through the movie he begins to discover who he was while the people i guess CIA are trying to kill him because they think he's worthless
