the program is a youth program and myself and 2 other couples would like to acquire the program and re write the by laws so we can make this program succeed. Basically we would like to get total control so our kids and other kids will have a great program, because it is ready to fail with who is running it now.

Why would you want a failed or failing program. Charter your own non profit if you are so much better at it. Volunteer to be on the board (many non profit boards are entirely volunteer). Instead of the
"Boy if I ran this it would be so much better" nonsense, get involved and turn the thing around.

You can't acquire a non profit organization. You can become a member of it. And you might not be able to get the bylaws changed. There are no shareholders to vote on bylaws. A board of directors can adopt bylaws, but I am not sure if that is the case in a non profit organization
