Freedom is the state of being financially self-sufficient and secure. It is independence. Liberties are those political rights which are most likely assured to citizens as long as the greatest mass of the populace has financial freedom. A people dependent upon the government for their sustenance is at the whim of that government, and should that government seek to stifle political liberties, certainly a dependent mass would readily give up speech for bread upon their table.
