Honestly, without the details, yes but only say it if you are sincere and mean it. An empty apology is just as bad (or even worse) than no apology.
Always apologize in person. It is easier to do it over the phone or in a note but much more meaningful in person.

Probably since you didnt give any details I will assume it was a minor fight...so if someone has to swallow thier pride and say sorry frist why not have it be you.
