Depends on the program you are using debugging mode in. Most of the time it just gives you more information on how the program is working (active variables/objects) and more verbose errors.

Debugging is a method to examine the code of a particular program (whether its a website, an ActiveX or Java control, etc.) and reprogram it to work correctly.
It requires some programming skill. If you're asking this question, you probably can't do it. (No offense intended, I can't do it half the time either).
