The best hamburgers are the ones that we make ourselves. Grilled and seasoned the way we like it.
For a restaurant, I'd go with Paul's Steak and Eggs in Beijing (oddly enough). Burgers are outstanding.
G.D. Ritzy's in Columbus, Ohio used to serve one of the best burgers in the world, but they closed down a long time ago.
For a chain, I'd go with White Castle or Fuddruckers.

You need to head a little further south, my friend! Here in Texas, we really know our beef. Coming from a cattle ranching family, I have made it my mission in life to find the truly great burgers. Here are my best suggestions for the top 3:
1. Kincaids in Fort Worth--no question, the very best burger anywhere. Also great for local color, that scruffy looking cowboy with the beat up boots is probably a millionaire many times over.
2. Hole in the Wall in Dallas--wade through the "working girls" on Harry Hines Blvd. for this taste of heaven.
3. Huts on 6th St. in Austin--an Austin landmark for decades also famous for its shakes.

I've tried burgers in USA, Taiwan, Thailand, Japan, Hawaii, and Hong Kong. The burgers in Asia have more specialty choices but the burgers here are more focused on the taste of the meat, and the freshness of their ingredients. Therefore, I still like In and Out Burgers better than any burgers I've tasted.

Blimpeeburgers, corner of Packard and Division, in ANN ARBOR. I have never found anything that comes close! They've been there since 1953. There are several million possible combinations (with number of patties, types of rolls, types of condiments and add-ons, five or six different kinds of cheese or none, etc.)
