I would say Lindsay, because she has a broader vocal range.
In addition, her songs have a bit more edge to them; less pop-infested and a bit more gritty (though not by much). And rightfully so, seeing as how she writes her own music.

Well, since I think Hilary Duff is a cheap hooker, I'll go with Lindsay Lohan. I actually like some of her silly movies and her voice isn't so bad either.

Neither. They both have bad vocals. Hillary at least had her songs(just 2 known ones) played on the radio a lot, and Lindsay still sucks.
