I have free time and would like extra cash. What are my options data entry, analysis research or is there just no market for it. Making maps is a start but is it worth the start up.

It all depends on what services you are willing to offer. You can easily start up with analysis jobs by presenting yourself to non-profit groups that deal with geography or land-oriented categories, such as watershed groups or conservation groups. Stay close to them because if you do good jobs for them, they will tell others about you and you're business will grow.
From there, you will be able to buy additional equipment like plotters, digitizers and other big ticket items that will help you in doing bigger jobs with better quality.

GIS is all about helping people make decisions and just as long as you can do this, you will prosper.
