Yes there is, and I don't think there should be. Whether he victim is male or female, the damage is the same. Sexual experience is progressive. By that I mean that a person can never be satisfied with anything less than their most sexually mature experience. If a male or female is taken from adolescent to mature adult experience, they can never go back to adolescent desires.

If you mean the teacher gets charges and the student does not, then YES. And there should be - as the teacher is an adult, in a position of authority over the child, and has betrayed the trust of the parents and the community. They are guilty of a lot more than just "sex". So they should alsolutely be charges with everything they can.
