You are referring to regeneration and I'm sorry but ...no.Only some lizards are capable of doing this in the reptile family.It will heal nicely usually.They have this happen in the wild quite frequently in disputes over territory.Especially during breeding seasons.They will occasionally lose a toe or toenail also.Watch for swelling and bright redness as these are signs of infection.You should change your setup to keep this from happening again.If you have a fairly clean habitat it will heal up without need for meds.Z

No, some lizards like Iguanas can grow their tails back but not turtles.

I would have to say that maybe it migth but iam not all there sure becaues iam no expert but probaly in time it can grow back you should check it out in websites!!!!!!maybe u can get information or go to a vet or something to ask ..
