If you ascribe to a scientific view, we as humans, were evolved from apes (apes being only 1 chromosome from ours). The need to adapt to a situation or environment would give the body a message to change or die. Perhaps the smaller apes had to learn how to hide, flee, use fighting instruments to defeat their stronger cousins. What I'm saying is that human kind over millions of years has shape shifted.
If you believe in the invisible, anything is possible.
If you believe (in your brain and in your heart) that you can turn into an eagle, truly nothing is impossible!

Depending on who you are, you may have different ideals about what one is. There are many types of shifters. 1. Shamans- they will take the form or the persona of an animal in order to do spiritual tasks. 2. In the books I have read they are portrayed as a group of people living amongst themselves normally and very peaceful people. They allegedly have the ability, at different points during the moon's phases to shift shapes...normally from human to animal and back. Even when they change shapes, they do not cause harm or wreak havoc on the rest of the world. For them, it's very spiritual. I read an excellent book once about those who could shift to wolves and back. Very interesting theory and great reading. Can't recall the name of the book right now.

A shape-shifter is a term for one who can polymorth themselves. This can be doppelgangers (mythological beasts that resemble humans with stretched skin in their unmorphed state) Bogart's (creatures who like dark places, and morth into your greatest fear to scare you away) or even dragons who would take upon a human or elf form and walk amongst the people for studies, excitement, or just because they were bored.

As far as I've read it is a animal or being that can change its shape into many different things, I believe they are real, and I also believe them to be associated with demons. You don't want to see these things. I really believe they are lost souls, that would be of a demonic nature. If you do, you better start talking to Christ to save your soul.

A shapeshifter is a being that can shift into another form. Usually it's a humanlike being that can turn into animal at will. Vampires and werewolves and fairies can be considered shapeshifters. Aliens too, if in like some sci-fi stories, they can look human. But most shapeshifters I'm familiar with are human or humanoid beings.
