Installing an "on-demand" water heater in your kitchen is the only way to insure that you can set the hot water temp different from the rest of the house. You might want to turn down the water heater setting for the rest of the house as well as water temp that can burn a child badly enough to require an ER visit is not something you really want around a house.

Good lord people calm down - many kids start doing dishes at 3, you know the little step stools! I did them at 3 myself and so did my cousins!
Ok to answer the question I don't know of any other way but on the heater itself unfortunately. BUT I think with a supervision and not allowing free reign of the hot water he should be fine. You'll just need to watch him more carefully. Plus the more trips he has to the ER at that age childrens services will be notified :(

OK, simple answer: teach the child how to change the water temperature: our 5yr had no trouble running her own bath water.
I mean, it's not that hard: add more cold water by moving the lever farther counterclockwise, or turn on the cold water, too.
The other answers have a point, though. Washing dishes at 5 seems a bit young.

Why are you making your 5 year old do the dishes? And he has to do them all from a BBQ before he can see fireworks?! Then he has to go to the ER for burns! I hope this is a joke!

Just look under your sink and turn the valve that is for the hot water way down so that when it mixes with the cool water he will not get burned. I cleaned houses for years and all of the people with small children do this. Do it in his bathroom too so that when he turns it on he will not get scalded.

why are you letting a 5 year old wash dished unattended?
don't get me wrong I can understand you wanting to teach your child to help out around the house but this just doesn't seem safe to to me, I mean he probably has to stand on a stool (potential fall injury), you said yourself he keeps scalding himself, plus if he drops and dishes or glasses he can cut himself on those too
try and find him a more appropriate chrore to do like picking up toys

Buy another water heater just for the kitchen, or just one for the bathroom...it's alot cheaper than the ER bills.

He will build up tolerance for it overtime. Don't take him to the ER. Make him scrub the floor if he burns himself. He will learn.

Just raise the faucet up to the ceiling. Water cools as it falls and hits air. By the time it gets to the sink, it should be cool enough.
